This paper evaluates international gambling harm-minimisation policies by comparing them with established public health frameworks for alcohol and tobacco. The authors propose a set of evidence-based recommendations, including a universal minimum age of 18, mandatory venue licensing, and the availability of brief interventions for at-risk gamblers. While certain consumer protection strategies are strongly supported, the paper notes mixed evidence regarding the efficacy of increased taxation and limits on venue density. Ultimately, the researchers call for global policy harmonization to better regulate the expanding and cross-border nature of Internet gambling.
